Kerbside parking on City of Ballarat’s agenda

KERBSIDE parking will be under the spotlight of a new nature strip policy being considered by the City of Ballarat.

The Nature Strip Policy, released this week, aims to provide residents and the council with clear guidelines on what are the acceptable alternative treatments of nature strips.

The City’s acting general manager of infrastructure Lukas Carey said while kerbside parking conditions would not change, the purpose of the policy would be to ensure nature strip alterations did not impede on public safety or the ability of parked cars’ doors to be opened.

Mr Carey said the new policy was sparked by customer complaints regarding nature strip plantings and confusion surrounding what was legally permitted.

Mr Carey said the council was often liable for “adverse” claims on nature strips as they were council owned land.

“Some alterations are unsafe and prohibit people from walking safely on the nature strip, are trip hazards, impede sight clearances for drivers or are traffic hazards,” Mr Carey said.

He said the policy aimed to prohibit these types of alterations.

“The policy places a high weighting on the preservation of streetscapes of Ballarat by prohibiting alternative treatments in heritage overlay areas,” he said.

It followed a report by The Courier last year, where a Soldiers Hill couple were ordered to remove flower boxes from the front of their house which adjoined bluestone guttering.

The boxes were discovered by council officers during a routine inspection of the street.

According to the City of Ballarat the alteration to council land presented a tripping hazard.

The inspection concluded with demands for damage to the footpath to be re-asphalted and the removal of the flower boxes that were installed at a price upward of $3000.

The draft policy also focuses on preserving neighbourhood heritage, providing space for safe tree planting and implementing strategies that do not impede access to fire hydrants.

Public submissions on the draft policy close on December 1 at 5pm.
